Connection under flexible conditions

According to Art. 72 (7) of the Law on Electricity No. 164 of 26.06.2025, published in the Official Monitor on 19.08.2025, if the capacity of the electrical network is limited or unavailable for new connections, at the request of the applicant and subject to technical feasibility, the system operator offers the applicant the option to conclude a connection agreement under flexible conditions, in accordance with the Connection Regulation.

 

Flexible connection capacity represents the electrical power for injection and/or consumption from the electrical network under conditions where technical constraints exist for accommodating the requested capacity specified in the connection application for consumption installations, power plants and/or energy storage installations. These constraints may be mitigated by imposing conditions regarding the limitation and control of power injection/withdrawal to/from the transmission or distribution network.

 

Upon the applicant’s request for connection under flexible conditions, the results of the analysis of limiting operating regimes in the requested region for the indicated connection point are provided, specifying the need to implement preventive and corrective measures applicable to each described regime, in the context of accommodating the requested capacity under normal network operation, with limitation of injected/withdrawn power, including down to 0 MW, in N-1 (planned/emergency outage) and N-1-1 (combined planned and emergency outage) conditions.

 

Considering the requested and analyzed connection point, the following shall be taken into account:

  • It is not possible to connect under flexible conditions a capacity exceeding the maximum allowable connection capacity for which no network element overloads occur under normal operating conditions.
  • If limitations occur under N-1 conditions, connection under flexible conditions is only possible provided that automation is implemented to rapidly limit the injected power into the transmission network down to 0 MW in case of planned or accidental outages of network elements leading to N-1 conditions.
  • If limitations occur under N-1-1 conditions, connection under flexible conditions is only possible provided that, in case of planned outages of one of the network elements that may lead to N-1-1 conditions, it is necessary to limit the generated power down to 0 MW.

Upon confirmation by the applicant, the requirement to submit an updated solutions study is communicated, including the description of the principles for implementing automation/solutions that ensure mitigation of all limitations for each described limiting regime.

 

Subsequently, a flexible connection agreement is drafted, including at least the following information: subject and duration of the agreement, flexible connection conditions, description of the solutions for implementing the flexible conditions, technical aspects, rights and obligations of the parties, conditions for termination of the agreement, etc.
